Newbie to Postgresql and Pygresql

I am unable to get past this error. Can someone please point me in the right
direction?

I used  PyGreSQL-3.8.1.win32-py2.4.exe to do the install.

Running on PostgreSQL 8.2.4 on i686-pc-mingw32, compiled by GCC gcc.exe(GCC)
3.4.2 (mingw-special)
