[PyGreSQL] Import error

Importing pg seems to give this problem

ImportError: DLL load failed: The specified module could not be found

I included C:\program files\postgresql\8.2\bin into the system path.
i copy pasted libpq.dll into windows\system 32. None of these worked
Can someone help me?
