[PyGreSQL] Release of 3.8.1

Ok. I have just tested it with PostgreSQL 8.1.4 under Win+Python 2.5a2. 
Found and fixed only a minor bug, everything else seems to work fine.

For the release I would recommend adding some subdirectories in the ftp 
directory, so that we can link to the win32 folder, instead of linking 
to individual files with version numbers in them. Otherwise we'll need 
to always adapt the readme file with these links.

The dir structure could be similar to http://www.postgresql.org/ftp/.
