This looks like the PostgreSQL C interface (libpq.dll) is not installed or
its directory (usually C:\Programs\PostgreSQL\8.1\bin) is not in your
Windows PATH.

Using DB-API has the advantage that you can can not only easily change the
database, but also the database driver. The classic interface offers some
interesting low-level and high-level methods that DB-API does not provide.
Try experimenting with both to find out which you like more.
