[PyGreSQL] Release of version 3.8

I guess everyone has seen the CVS updates and knows that 3.8 is
effectively released.  I am giving a few people time to prepare
packages and such but it is basically released as of now.  If you want
to prepare Linux or Windows distributions or otherwise prepare, please
go ahead with the package on the ftp site now.
