Hmm, it works now. This isn't entirely good, because I have no idea why it
suddenly started working. I didn't do anything relevant after posting the
question, unless rebooting counts.

Oh well, at least it works now.

Btw, os.environ['PATH'] is identical with both cases at the moment.
