[PyGreSQL] DLL's

The only DLL you need is the libpq.dll. You should either copy it to a 
location on your Windows PATH such as c:\windows\system32, or add the 
directory c:\program files\postgresql\8.1\bin to your Windows PATH. It 
seems the PostgreSQL installer does not do this automatically. I will 
add this point to the installation instructions.
