That's only needed if you want to compile PyGreSQL yourself. If you 
install from the binary distribution (see 
http://www.pygresql.org/readme.html#where-to-get) you won't need MinGW.

If you want to compile it yourself, you can also use Visual C++ instead 
of MinGW. MSYS is actually not needed.
