[PyGreSQL] Version 3.0 PyGreSQL

So does everyone agree that it is OK to release 3.0?  I haven't received
any responses either way about the new DB-SIG API support and I am not
in a position to test it myself.  If there are no negative reports I
will release it towards the end of the week.
